A gtk-based subtitle editor, currently available in repositories.

If with mplayer you need to have -subfps 25 then you can go to:
Menu: Timings > Change framerate > From current: 25 to new: 23.976
If with mplayer you need to have -subdelay -39 then you can go to:
Menu: Selection > Select All Subtitles
Menu: Timings > Move Subtitles: subtract 39 seconds to the new start time.
