What is the directory /etc/skel/ for?

What is the directory /etc/skel/ for on a linux system?
I have this both on gentoo and kubuntu.
My guess is that it's a skeleton for basic files when creating new users?
Can we edit it? When is its content used?

in /usr/portage/ I have:
skel.ebuild skel.metadata.xml
i.e. skeleton files for creating new ebuilds, but I don't see anything about /etc/skel/ and I am not sure they are related.
