Gnome:
subtitleeditor http://home.gna.org/subtitleeditor/

Kde:
http://sourceforge.net/projects/ksubeditor/

The former is in the kubuntu repositories, but not the latter.

I'm trying them out now..

[edit.... Hmmm. the kde project is old. Last release in 2003-09-30 !!]

With subtitleeditor, while trying to open an avi as a waveform:

GStreamer plugins missing.
The playback of this movie requires the following decoders which are not installed:

XVID MPEG-4 decoder
MPEG-1 Layer 3 (MP3) decoder

solved with:

apt-get install  gstreamer0.10-plugins-ugly
apt-get install  gstreamer0.10-plugins-ugly-multiverse

Above is only part of the solution. Now I get:

GStreamer plugins missing.
The playback of this movie requires the following decoders which are not installed:

XVID MPEG-4 decoder

#4

ask about other subtitle editors.
ask about missing plugins.
write about the headache of finding the right plugins (naming not clear, what's the name of the packages in other distros. can't the app provide more precise guidelines in a wiki page linked to from the app itself?)

#5

sudo apt-get install gstreamer0.10-ffmpeg
fixed #3
