loadkeys dvorak: Couldn't get a file descriptor referring to the console

Within a KDE session, before I had an opportunity to configure keyboard layouts within KDE, I opened a konsole and tried to load a dvorak keyboard:

$ loadkeys dvorak
Couldn't get a file descriptor referring to the console

I don't know why, nor how/when to use loadkeys.

To change the keyboard layout for the whole system:

/etc/conf.d/ $ vi keymaps

# Use keymap to specify the default console keymap.  There is a complete tree
# of keymaps in /usr/share/keymaps to choose from.
keymap="dvorak"

To change immediately:
# loadkeys dvorak

On Ubuntu, to make keyboard layout changes permanent, do:
sudo dpkg-reconfigure keyboard-configuration

To configure the keyboard layout for sddm, edit:
/usr/share/sddm/scripts/Xsetup
